Implementation of IDU intervention in Kanchipuram District

Clarification sought by representatives of NGOs/CBOs 
during the Pre-grant conference held at 
APAC Secretariat on 22nd February 2008 forenoon

1. In this project, are we focusing on all drug users or only IDUs?

The intervention will primarily focus on IDU and if necessary it may support intervention for potential IDUs (other drug users who may shift to injecting practice).

2. Can Needles/ syringes be purchased from the budget?

No. Needles/syringes cannot be included in the project budget. However, the NGO may contribute or raising funds locally or leveraging from other organizations.

3. What will be the budgeting guidelines?

The budget needs to be prepared based on the NACO costing guidelines. Please refer NACO website for further details.

4. Does the target include current and ex- drug users? Does the target also include sexual partners of IDUs?

Yes. The target includes both current and ex-drug users but it does not include the sexual partners of IDUs.

5. Can you clarify about the staff structure? (No. of staff, volunteers etc.)

The suggested staffing structure in the IFA is based on the NACO guidelines. One ORW per 150-target group (IDU). Similarly one female ORW to cover 150 female sex partners of IDUs

6. You have mentioned 13 blocks in Kanchipuram dist. Do we need to cover the entire district?

Yes. The project has to saturate the coverage of IDUs in the entire Kanchipuram district, preferably the hotspots where IDUs are present.

7. Can we budget for nutritional support for IDUs?

Yes. Nutritional support cannot be stand-alone. It can be budgeted with support group meetings and other periodical experience-sharing meeting.

8. How many community health educators will be supported for this project?

One geographical area with 150 IDUs (block) would be covered by one ORW. Two-community health educator would be supported by the project and will be paid as per NACO costing guidelines. The community health educators need to be from the target community.

9. What are the qualifications for the counselor?

As per the NACO guidelines - Counselors need to have a Masters degree in Social Work/Sociology/Social Sciences. However community members with excellent communication, reading & writing skills can be appointed.

10. Is there any provision for needs assessment?

Yes. Financial support would be provided to the shortlisted agency for conducting the needs assessment at the onset of the project.

11. Clarify whether the time line to be added.

Yes. The proposal should clearly mentions the strategies, activities & the timelines for the same.

12. Whether is it a composite intervention or targeted intervention?

The IFA is for targeted intervention among IDUs. Other core groups are covered by APAC in Kanchipuram district. The selected agency needs to coordinate with the NGOs providing care & support at Kanchipuram district for effective continuum of care.

13. What is the time frame of the project?

The time frame of the project is 30 months.

14. How do we categorize drug users?

Clients who have not injected drugs for more than six months are categorized as Ex-drug users. All others are categorized as current drug users.

15. There will be overlapping of services in rural and city. How can we avoid duplication?

Services can be availed by IDUs from any project but reporting of clients need to be segregated as per area of residence. Unique ID would be provided to IDUs accessing services at the DIC. Hence overlapping can be minimized.

16. As we are CBO, can we submit the proposal for TI?

NGOs registered for more than three years can apply. Similarly CBO registered more than one year can apply.
